一、设计背景

I.Design Background

武汉东湖新技术开发区，又称中国光谷，规划总面积518平方公里。经过30多年的发展，其综合实力和品牌影响力大幅提升，知识创造和技术创新能力位列全国国家级高新区前列，是全球光纤光缆研发生产中心，国内激光产业高地，聚焦光电子与生物医药，是国家重点建设的“世界一流高科技园区”，正书写中国科技未来。

The East Lake Hi-tech Development Zone with a planned area of 518 square kilometers is also known as Optics Valley of China. After more than 30 years of development, its comprehensive strength and brand influence have been significantly enhanced, and its knowledge creation and technological innovation capabilities rank in the forefront of national high-tech zones.As a global R&D and production center for optical fibers and cables, and a domestic hub for the laser industry, it focuses on optoelectronics and biomedicine. Designated by the state as a “World-Class High-Tech Park” for key development, it is shaping the future of Chinese technology.

空轨旅游线（高新大道-神墩三路）作为光谷形象重要展示区，是展示东湖高新区科技实力、文化底蕴与未来愿景的重要窗口。当前，亟需通过国际化、高水平的规划设计，塑造具有全球辨识度的城市名片。

Optics Valley Suspended Monorail Line (Gaoxin Boulevard - Shendun 3rd Road), serving as a crucial showcase area for Optics Valley's image, represents a significant window to display the technological strength, cultural heritage, and future vision of the East Lake High-tech Development Zone. There is an urgent need for international, high-standard planning and design to create a globally recognizable urban landmark.

为高水平规划、高标准提升空轨旅游线（高新大道-神墩三路）沿线整体形象，武汉光谷交通投资集团有限公司及武汉光谷旅游开发投资有限公司拟组织开展本次提升改造概念性设计方案全球征集活动。本次征集活动面向全球公开邀请具有相关建筑设计经验的设计机构参与，欢迎全球优秀的设计机构递交概念方案。

To conduct high-level planning and enhance the overall image of the area along Optics Valley Suspended Monorail Line (Gaoxin Boulevard -Shendun 3rd Road) to a high standard, Wuhan Optics Valley Traffic investment Group Co., Ltd and Wuhan Optics Valley Tourism Development and Investment Co., Ltd. intend to organize this global Solicitation for the Concept Design. This solicitation openly invites design institutions worldwide with relevant architectural design experience to participate. Outstanding global design institutions are welcome to submit conceptual proposals.

二、项目概况

II.Project Overview

1、征集任务：空轨旅游线（高新大道-神墩三路）提升项目概念性设计方案。

Solicitation Task: the Concept Design of Optics Valley Suspended Monorail Line

2、用地范围：本项目位于高新大道以南，豹溪路以西，神墩三路以北，光谷四路以东，提升项目总面积约34.35公顷。

Site Scope: The project is located south of Gaoxin Boulevard, west of Baoxi Road, north of Shendun 3rd Road, and east of Guanggu 4th Road. The total area for the enhancement project is approximately 34.35 hectares.

三、设计目标

Ⅲ.Design Objectives

1、项目拟打造为光谷新地标；

The project aims to be developed into a new landmark for Optics Valley.

2、项目重点聚焦景观提升、文化赋能与公共空间品质提升三大核心议题，强化空轨沿线景观一体化设计，同步统筹交通组织、功能布局与产业导入，打造集生态休闲、文化体验与科技展示于一体的复合型城市活力廊道；

The project will focus on three core issues: landscape enhancement, cultural empowerment, and improvement of public space quality. It will strengthen the integrated landscape design along the suspended monorail line, while simultaneously coordinating transportation organization, functional layout, and industrial implantation. The goal is to create a composite urban vitality corridor integrating ecological leisure, cultural experience, and technology exhibition.

3、项目方案需体现前瞻性、创新性及落地可行性，最终成果将作为后续深化设计及招商推介的重要依据。

The project proposal must demonstrate foresight, innovation, and practical feasibility. The final deliverables will serve as a crucial basis for subsequent detailed design and investment promotion.

概念方案将作为下阶段方案设计的指导依据。

The conceptual design will guide the schematic design in the next phase.

四、应征人资格要求

IV.Qualifications of Applicant

1、应征人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体，并具备如下条件之一：

The applicant must be legally registered legal entities or a consortium composed of legally registered legal entities, and must meet one of the following conditions:

（1）中华人民共和国境内的设计机构须具有建设行政主管部门颁发的工程设计综合甲级资质或工程设计建筑行业甲级资质或工程设计建筑行业（建筑工程专业）甲级及以上资质；

Design institutions within the People's Republic of China must possess a Class A Comprehensive Engineering Design qualification, or a Class A Engineering Design qualification in the Architectural Industry, or a Class A or above Engineering Design qualification in the Architectural Industry (Architectural Engineering specialty) issued by the competent administrative department for construction.

（2）中华人民共和国境外的设计机构须具有所在国政府主管部门核发的企业注册登记证明及所在国政府主管部门或者有关行业组织核发的设计许可证明；港澳台设计机构的资格要求应参照境外设计机构资格要求的规定；

Design institutions outside the People's Republic of China must possess an enterprise registration certificate issued by the competent government authorities of their home country and a design permit issued by the competent government authorities or relevant industry organizations of their home country. Eligibility requirements for design institutions from Hong Kong, Macao, and Taiwan shall refer to the regulations for overseas design institutions.

2、接受联合体报名（联合体牵头单位与成员数量合计不超过2家）。联合体报名还需满足如下条件：

Consortia are accepted for application (the total number of lead members and consortium members shall not exceed two). Consortium applications must also meet the following conditions:

（1）联合体各方必须签订联合体协议书，明确联合体牵头单位和成员的权利义务；

All parties within the consortium must sign a Consortium Agreement, clearly defining the rights and obligations of the lead member and other members.

（2）联合体牵头方应满足应征人资格要求；

The lead member of the consortium must meet the eligibility requirements for applicants.

（3）以联合体形式参加征集的，联合体各方不得再单独参加或者与其他应征人另外组成联合体参加本次征集活动。

If applying as a consortium, no member of the consortium may participate individually in this solicitation or form another consortium with other applicants to participate.

3、除联合体的成员外，参加征集的应征人之间不应存在法定代表人为同一人或者存在控股、管理关系。

Except for members within a consortium, the applicants participating in the solicitation shall not have the same legal representative or a holding or management relationship.

五、应征人报名及设计任务书获取

六、概念方案的递交

VI.Submission of Conceptual Design Proposals

应征人应按照设计任务书的要求编制概念方案，包括商务文件、技术文件和演示文件（PPT演示文稿和不超过三分钟的视频）三个部分，并在递交时间2025年10月14日14:00-17:00（中国北京时间）将概念方案文件（含电子版）递交至概念方案评选地点。

Applicants shall prepare conceptual design proposals according to the requirements of the Design Assignment, comprising three parts: commercial documents, technical documents, and presentation documents (PPT presentation and a video not exceeding three minutes). The conceptual proposal documents (including electronic copies) must be submitted to the conceptual proposal evaluation venue during the submission period: from 14:00 to 17:00 on October 14, 2025 (Beijing Time, China).

七、概念方案的评选及活动时间安排

VII.Evaluation of Conceptual Design Proposals and Solicitation Schedule

1、评选时间：2025年10月15日9:30开始。

Evaluation Time: Starting from 9:30 on October 15, 2025.

2、评选地点：武汉市东湖新技术开发区神墩一路9号武汉光谷交通投资集团有限公司会议室。

Evaluation Venue: Meeting room of Wuhan Optics Valley Traffic investment Group Co., Ltd, No.9, Shendun 1st Road, East Lake High-tech Development Zone, Wuhan City.

3、评选方式：本次征集活动将组织相关专家组成评选委员会对应征人的概念方案进行评选，应征人汇报设计成果后，经专家评选5个有效成果入围（不排名），入围的5个概念方案报送主办单位确定方案评选排名。

Evaluation Method: This solicitation will invite relevant experts to compose a evaluation committee to evaluate the conceptual design proposals submitted by applicants. After applicants present their design proposals, the expert committee will select five valid entries to shortlist (unranked). The five shortlisted conceptual proposals will be submitted to Sponsor for determining the final ranking.

4、应征人的汇报时间不超过15分钟，汇报形式分为两种，应征人可根据需要自行选择概念方案的汇报形式：

Presentation by Applicants: The presentation time for each applicant shall not exceed 15 minutes. Two presentation formats are available, and applicants may choose according to their needs:

（1）现场汇报：应征人可派代表持有效的身份证明文件，在概念方案评选时间当天上午09:30前至概念方案评选地点，向评选委员会汇报其概念方案；

On-site Presentation: Applicants may send a representative with valid identification documents to the conceptual proposal evaluation venue before 09:30 on the day of the evaluation to present their conceptual proposal to the evaluation committee.

（2）播放演示文件汇报：应征人未按时派代表现场汇报的，评选委员会视为应征人选择“播放演示文件汇报”的形式，评选现场将自动播放应征人概念方案中的演示文件电子版。

Presentation via Playback of Demo Files: If the applicant fails to assign a representative for on-site presentation on time, the applicant shall be deemed to choose the "Presentation via Playback of Demo Files" format. The electronic version of the applicant's presentation files will be played automatically at the evaluation venue.

为确保汇报效果，鼓励应征人选择现场汇报的形式。

To ensure presentation quality, applicants are encouraged to choose the on-site presentation format.

5、征集活动时间安排

八、设计费

VIII.Design Fees

承办方将根据确定的排名给予奖金：排名第一的概念方案奖金为60万元人民币（含税），排名第二的概念方案奖金为30万元人民币（含税），排名第三的概念方案奖金为10万元人民币（含税），排名第四的概念方案奖金为10万元人民币（含税），排名第五的概念方案奖金为10万元人民币（含税）。

The Organizer will award prizes based on the ranking:

First Prize: RMB 600,000 (tax inclusive)

Second Prize: RMB 300,000 (tax inclusive)

Third Prize: RMB 100,000 (tax inclusive)

Fourth Prize: RMB 100,000 (tax inclusive)

Fifth Prize: RMB 100,000 (tax inclusive)

九、征集说明

Ⅸ.Solicitation State

1、本次方案征集中所有收到的有效应征文件均不退回。

All valid proposal documents received during this solicitation will not be returned.

2、应征人对应征方案享有署名权，经承办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。

Applicants retain the right of attribution for their submitted proposals. With permission from the Organizer, applicants may evaluate and display their submitted works through media, professional magazines, publications, or other forms.

3、承办单位对应征方案具有使用权，主办单位选定的单位、项目建设单位及项目设计单位有权在本项目的设计中使用应征设计成果，主办单位、承办单位以及项目建设单位在本项目的方案调整综合时可以全部或部分使用应征设计文件及设计成果，也可对其进行修改，主办单位、承办单位以及项目建设单位可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果，参与应征即视为应征人同意承办单位使用其应征设计成果。

The Organizer shall have the right to use the submitted proposals. The unit selected by the Organizer, the project construction unit, and the project design unit have the right to use the design achievements in the design of this project. The sponsor, organizer, and project construction units shall have the right to apply the proposed design results in the project design and shall also be entitled to use or modify part or all of the proposed design documents and design results.The sponsor, organizer, and project construction units shall also be entitled to print, publish and demonstrate all the proposed design results, and may evaluate, demonstrate and publicize the proposed design results through media, professional magazines, books and periodicals or other forms. Participation in the solicitation implies the applicant's agreement to the use of their design achievements by the Organizer.

4、应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

Applicants shall guarantee that the submitted design documents and achievements do not and will not infringe upon any intellectual property rights (including but not limited to copyrights, patent rights), proprietary technologies, or trade secrets of any other person within or outside China. Applicants shall guarantee that if their design documents use or incorporate the intellectual property, proprietary technology, or trade secrets of any other person, they have obtained lawful, valid, and sufficient authorization from the rights holder. Applicants shall bear all liability for compensation arising from infringement of others' intellectual property rights, proprietary technologies, or trade secrets.

5、构成本征集文件的各个组成部分的文件（包括文字说明、图纸和图表）均为参与各方的智力劳动成果，上述文件的知识产权属主办单位及相关设计单位所有。应征人仅可以将上述文件用于编制应征文件之目的。未经主办单位书面许可，应征人不得将上述文件用于其他工程设计或其他目的，也不得将上述文件泄漏给任何第三方。主办单位有权追究因应征人侵犯主办单位及其他相关设计人的知识产权或泄密而引起的一切责任。

The various components of this solicitation document (including text descriptions, drawings, and charts) constitute the intellectual achievements of the involved parties. The intellectual property rights of the aforementioned documents belong to the Organizer and relevant design units. Applicants may only use the aforementioned documents for the purpose of preparing their submission documents. Without written permission from the Organizer, applicants shall not use the aforementioned documents for other engineering designs or purposes, nor shall they disclose them to any third party. The Organizer has the right to pursue all liabilities arising from the applicant's infringement of the Organizer's and other relevant designers' intellectual property rights or disclosure of confidential information.

6、应征人所获的奖金的税金和在整个过程中发生的一切费用均由应征人自理。

Taxes on prizes awarded to applicants and all expenses incurred throughout the process shall be borne by the applicants themselves.

7、本次征集活动中的所有文件及往来信函均应使用中文书写。

All documents and correspondence related to this solicitation shall be written in Chinese.

8、参加本次活动的应征人均被视为承认本公告的所有条款。

All applicants participating in this activity are deemed to acknowledge all terms of this announcement.

9、本次征集活动及相关文件的最终解释权归主办单位所有。

The final interpretation rights of this solicitation activity and its related documents belong to the Organizer.

10、本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The laws and regulations applicable to this solicitation activity itself and the documents related to this activity are solely the laws and regulations of the People's Republic of China.

11、中英文内容如有差异或不一致，概以中文为准。

In case of any discrepancy or discrepancy between the Chinese and English versions, the Chinese version shall prevail.
